boys is comparatively small, but the standard of education

is good and the fees charged are higher than those of any school in the Colony or in China. It is a valuable feeder

of the University and has among the pupils sons of wealthy Chinese in the Straits Settlements, Federated Malay States and the Netherlands Indies. I consider that the project is

worthy of encouragement and I submit for your approval the

following scheme,

On the plan enclosed is shown in red an area

of about 20 acres of undulating land on the west side of

the valley running from Deep Water Bay on the south side of

the Island to Tong Nei Chung Gap, and I propose that this

area should be leased to the authorities of St. Stephen's

College on the following terme:=

(a) The Goverment to grant to the Committee of St.

Stephen's College, hereinafter called the Lessees, without auction, a lot approximately as shown

coloured red on sketch plan and containing an area

of about 20 acres.

(b) The Lessees to be granted a Crown Lease for the

area coloured red on plan containing about 20 acres for a term of 75 years renewable for a further term of 75 years,

(c) No premium.

(d) Crown rent at the rate of $10 an acre per annum

commencing from the date of a letter signed by the Director of Public Works stating that the area is at

the disposal of the Lessees.

(a) The lot may only be used for the purpose of a

boarding school to which a limited mmber of day

scholars may be admitted and such houses and buildings as may be necessary to accommodate masters and staff. The school to be conducted by the St. Stephen's College Committee or such other
